Govt orders immediate shifting of overstaying officials in various Deptts
Asks to desist from post-facto approval for deputations
JAMMU, Sept 26: Taking cognizance of prolonged stay of the employees posted at one particular place and deputation of officers outside J&K without approval of the competent authority, the LG Administration has issued instructions to all the Administrative Secretaries for necessary action in this regard.
On the directions of Chief Secretary Arun Kumar Mehta, the General Administration Department has issued two separate orders for immediate shifting of the officers/officials in different departments having stay of more than five years and desisting from submitting deputation proposals for post-facto approval.
Official sources told the Excelsior that some officers and officials in different departments are continuously staying at the same post for the last several years and not transferred since long notwithstanding a clear cut official policy, according to which, the minimum tenure of Government employees on a post shall be two years and a maximum of three years.
However, in violation of the policy, some Government employees in various departments as well as in the Civil Secretariat, are overstaying at one particularly place for the reasons best known to the concerned authorities.
Taking cognizance of the matter, the LG Administration has asked all the Administrative Secretaries to immediately shift employees under their administrative control, posted at one particular place for the last five years or more.
Issuing an Order of Merit (OM) No. GAD-ADM0111/122/2023-09-GAD, dated 26-09-2023, in this regard, the Administrative Secretaries have been further asked to furnish action taken to the General Administration Department within a week’s time positively, for appraisal of the Competent Authority.
Similarly, violation of the Government guidelines outlining the process for obtaining appraisal for the temporary deputation of officers outside the J&K Union Territory or India, has also been noticed.
The top authorities have observed that the departments are sending/deputing officers outside the UT without prior consultation or appraisal from the competent authority, and seeking subsequently post-facto approval.
Therefore, issuing a circular in this regard, the General Administration Department has once again emphasized to all the Administrative Secretaries that the proposal related to deputation of officers for training programme or other official tasks, outside the Union Territory or country, must be submitted to the competent authority well in advance for obtaining approval.
“Administrative Secretaries are accordingly advised to desist from submitting proposals for post-facto approval and follow the ibid instructions strictly,” reads the circular.
Pertinent to mention that there are comprehensive guidelines outlining the process for obtaining approval for the temporary assignments like personal visits, training and other official purposes, of officers and officials outside the country or UT.
