School Edu Deptt notifies ‘conditional’ process for ATD-2023
Female employees may not opt for Zone-V, if not willing, academic staff working in JKSCERT, DIETs, JKBOSE, Samagra Shiksha having mature stay compulsorily to apply
Srinagar, Apr 26: The School Education Department Wednesday notified ‘conditional’ process for Annual Transfer Drive 2023.
According to the news agency—the School Education Department said this while issuing the notification for transfer of Teachers, Masters, lecturers, Principals, Headmasters, ZEO's and equivalents of the department through online mode.
Stating the conditions to apply for the transfers, the department said that the employees having a mature stay of three years and above in Zone-I, II and III as per transfer policy-2023 shall have to compulsorily apply online in prescribed application format.
“Employees having a mature stay of two year and above in Zone-IV and one year and above in Zone-V shall also apply and the employees who are willing to continue or serve in Zone-III, IV and V can submit their willingness to continue despite having a mature stay,” it reads.
The official said that the academic staff like Principals, Lecturers, Headmasters, Masters, and Teachers working in JKSCERT and associated DIETs, JKBOSE , Samagra Shiksha and deployed in various offices of the Department and other Departments as well, having mature stay shall also compulsorily apply.
It also said that the employees seeking transfer on medical grounds as specified in the transfer policy-2023 can also apply with documentary proof, irrespective of their tenure.
“Employees seeking transfer on marriage grounds shall also apply along with documentary proof as prescribed in transfer policy- 2023 and the employees seeking transfer on security grounds shall also apply with documentary proof that is recommendations received from the Special DG CID,” reads the communiqué.
It also states that the lecturers, masters and GLT's working in surplus category—other than those who are working on SSA posts shall also apply irrespective of their tenure. “Employees appointed under SRO-202 and having completed five years tenure on the post against which they have been appointed shall also apply.”
The communiqué further states that ANOs having mature stay and handling NCC assignments shall also apply and can be adjusted against the post having same duties/responsibilities of NCC, as far as practicable.
It said that the female employees may not opt for Zone-V, if not willing.
The official communiqué further reads, “Eligible employees not applying for transfer despite having a mature stay shall be transferred by the Department anywhere as per the requirement of the Department.”
It also said that the Teachers-Grade-II, III, RReTs and 3rd grade teachers shall not apply and their applications shall not be entertained on the portal.
The department said that the preferences for posting shall be that an employee who is working in Zone-I shall opt for Zone- II, III, IV and V. An employee who is working in Zone-II shall opt for Zone- I, III, IV and V. An employee who is working in Zone-III shall opt for Zone-I, II, IV and V. An employee who is working in Zone-IV shall opt for Zone- I, II, III and V. An employee who is working in Zone-V shall opt for Zone- I, II, III and IV.
“Female Employees working in Zone-III, IV and V can also apply within the same zone,” it reads.
The department also said that the submission of applications other than online mode shall not be entertained in any case.
“Employees who are serving in Zone-IV, will preferably be given posting in Zone-I, II and III and those employees who are serving in Zone-V, will preferably be given posting in Zone-I and II to the extent possible,” it reads.
It said that the decision regarding acceptance or rejection of transfer requests shall depend on maximum stay period, availability of vacancy, performance of the official Viz school result and administrative measures.
“Submission of wrong, false or fabricated information shall lead to rejection of candidature and action under provisions of Jammu and Kashmir Civil Services Regulations will be initiated,” reads the communiqué.
The submission of online representation will begin from April-27 to May-11 and the process of transfer request will start from May-12 to May-26 and the completion of transfer process will be by May-27 to June15
Pertinently, Zone-I falls within municipal limit of district headquarter, Zone-II outside municipal limit upto 20km from district headquarter, Zone-III beyond 20km to 40Kms from district headquarter, Zone-IV beyond 40kms and above from district headquarter and also where change of residence is required. In addition, those schools where there is no motorable road and walking distance from the nearest motorable road is 7 KMs or more one way.CNI
